R2RHTTP::WinHttpGetIEProxyConfigForCurrentUser() now initializes
input struct, while it always returns FALSE + ERROR_FILE_NOT_FOUND.
Comments for this update:
* RSA-PSS, SHA3-256 are used by Awave Studio.
* WinHttpGetIEProxyConfigForCurrentUser() update is required for Cryptlex / LexActivator releases. They should initialize structure before calling
that API 🙁
